The Public Disclosure Commission (PDC) has completed its review of the complaint filed by Glen Morgan on March 28, 2018 against the above referenced committee. The complaint alleged that the United Food & Commercial Workers Local 1439 ABC Fund, violated RCW 42.17A.235 by failing to timely file the Monetary Contributions reports (C-3 reports) and Summary Full Campaign Contribution and Expenditure reports (C-4 reports).
Based on our findings, staff has determined that in this instance, the failure to file all reports timely does not appear to support a finding of an actual material violation warranting further investigation.
However, pursuant to WAC 390-37-060(1)(b), United Food and Commercial Workers Local 1439 ABC Fund will receive a formal written warning concerning its failure to timely report its contribution and expenditure activities. The formal written warning conveys our expectation that the United Food and Commercial Workers Local 1439 ABC Fund will fully comply with the requirement to timely file contribution and expenditure reports. The Commission will consider the formal written warning if there are any future PDC law or rule violations by United Food and Commercial Workers Local 1439 ABC Fund.
Based on the above, the PDC has dismissed the complaint in accordance with RCW 42.17A.755(1)(a).
