Description

The Public Disclosure Commission (PDC) has completed its review of the complaint filed by Glen Morgan on April 10, 2018 against LM PAC, a continuing political committee registered with the PDC. The complaint alleged that LM PAC may have violated RCW 42.17A by failing to timely file Monetary Contribution reports (C-3 report) and Summary Full Campaign Contribution and Expenditure reports (C-4 reports), and several other allegations.

PDC staff reviewed the allegations listed in the complaint, the statutes, rules and reporting requirements, reviewed the Committee Registrations (C-1pc reports), and C-3 and C-4 reports filed by LM PAC and the response to the complaint provided by Laurie Jinkins, LM PAC Chair. 

On November 13, 2018, Laurie Jinkins, LM PAC Chair, hand delivered the signed Statement of Understanding (SOU) acknowledging two violations of RCW 42.17A.235 along with the $300 civil penalty that was assessed in accordance with WAC 390-37-143, (Brief Enforcement Penalty Schedule). By completing the SOU, Ms. Jinkins, on behalf of LM PAC, acknowledged violations of RCW 42.17A.235 by failing to timely two C-4 reports.

PDC staff dismissed the allegations listed in the complaint based “on information and belief” in accordance with RCW 42.17A.755(1), since the complainant failed to provide any evidence to support or substantiate those allegations. 

Based on this information, PDC staff is dismissing the remaining allegations in accordance with RCW 42.17A.755(1).
