Description

The Public Disclosure Commission (PDC) has completed its review of the complaint filed by Glen Morgan on April 11, 2017. The complaint alleged that Julie Door may have violated RCW 42.17A.235, .265, 205, .220 & .320 for failure to timely and accurately disclose contributions, expenditures, books of account, committee registration, and sponsor identification.

Based on our findings and the fact that the public was not deprived of critical information, staff has determined that in this instance, the late filed reports do not amount to a violation warranting further investigation.

Pursuant to WAC 390-37-060(1)(b), Julie Door will receive a formal written warning concerning her failure to timely comply with the C-3 & C-4 report filing requirements noted above, especially during critical periods before and after an election. The formal written warning will include staff’s expectation that Julie Door file timely C-4 and C-3 reports in future years in accordance with PDC laws and rules. The Commission may consider the formal written warning in deciding on further Commission action if there are future violations of PDC laws or rules.

The PDC has dismissed the matter and will not be conducting a more formal investigation into the complaint or pursuing further enforcement action in this case.
