Dear James Lazar:
The Public Disclosure Commission (PDC) has completed its review of the complaint filed by James Lazar on July 11, 2018. The complaint alleged that Rochester Water Association may have violated RCW 42.17A.405 by making an over-limit contribution to Candidate Blake (on behalf of the Larry, Gene or Judy Weaver) and that Candidate Blake may have violated RCW 42.17A.405, .460 & .270 by accepting an earmarked, over-limit contribution from Rochester Water Association.
Based on our findings, staff has determined that in this instance, no evidence supports a finding of a material violation warranting further investigation.
The PDC has closed the matter, and will not be conducting a more formal investigation into the complaint or pursuing further enforcement action in this case.
