He is also requesting a reporting modification that would exempt him from listing the business customers of that made payments of $10,000 or more of the law firm Gordon Thomas Honeywell LLP during the previous 12 months.

  1. Robert Jesse Hill, PDC Case No. 13-126, involving alleged violations of: RCW 42.17A.205 by failing to file a Candidate Registration (C-1 report); and RCW 42.17A.700 by failing to file a Personal Financial Affairs Statement (PDC form F-1), both due within two weeks of declaring his 2013 candidacy for City Council Member for the City of Tacoma, or not later than May 31, 2013.
  2. Review by Full Commission of Brief Enforcement Orders: Brief Enforcement Hearings were held on August 1, 2013, at which the Presiding Officer found a number of 2013 candidates in violation of: (1) RCW 42.17A.205 by failing to file or timely file a Candidate Registration (C-1 report); and/or (2) RCW 42.17A.700 for failing to file or timely file a Personal Financial Affairs statement (F-1 report), both due within two weeks of a candidate declaring their candidacy in 2013. The following list of candidates are seeking either a review or reconsideration by the full Commission of their orders entered in after theBrief Enforcement Hearings conducted on August 1, 2013.

Meeting Summary

An enforcement hearing was held to consider allegations that Robert Jesse Hill, candidate for Tacoma City Council member, failed to file a candidate registration and personal financial affairs statement within two weeks of becoming a candidate.  The Commission found Mr. Hill violated the campaign disclosure law and assessed a penalty of $500.

Reviews of several brief enforcement hearing orders were conducted.  The orders reviewed and results can be found here.

Rule Making

The Commission approved draft proposed language to amend:

  • WAC 390-05-400, Changes in dollar amounts and
  • WAC 390-16-050, Forms for contributions and expenditures of out-of-state political committees.

Proposed draft amendments make biennial and annual, respectively, adjustments to certain dollar amounts as required by RCW 42.17A.125(1) and RCW 42.17A.250, respectively.

Further, the Commission approved proposed draft language to amend:

  • WAC 390-20-0101 Forms for Lobbyist Registration and
  • WAC 390-20-020 Forms for Lobbyist Report of Expenditures.

 Proposed draft amendments attempt to clarify, on the form, current disclosure requirements.

Reporting Modifications

The Commission granted new Personal Financial Statement (F-1) reporting modification for:

·         Lorrell D’Oliveira-Noahr, Washington State Senate professional staff, from disclosing the residential address information, including street address, parcel number, and legal description for two properties she owns.

·         Julia Garratt, King County Superior Court judge, from disclosing real estate, including street address, parcel number, or legal description, for two properties she owns.  Judge Garratt was also granted a modification that would redact this information from F-1s filed in the past as a member of the Indeterminate Service Review Board.

·         Bradley Maxa, Court of Appeals, Division II, judge, from disclosing his personal residential address information, including street address, parcel number, or legal description.  The modification also exempts him from disclosing the business customers that, in the last 12 months, made payments of $10,000 or more to Gordon Thomas Honeywell, LLL, a firm in which Judge Maxa was a partner.

A reporting modification for the Personal Financial Affairs Statement (F-1) was renewed for:

·         Claire Grace, Higher Education Facilities Authority member and

·         Frank Radford, Finn Hill Park & Rec Dist. commissioner.
