On July 30, the Washington Public Commission will launch an online reporting system for L-3c reports, or reports of contributions made by lobbyist employers. 

This report, formerly only available as a paper form, identifies recipients and amounts of campaign contributions exceeding $250 made by a lobbyist employer, or client, that were not disclosed by the lobbyist. L-3c reports are due no later than the 15th of the month following the contribution.   

The PDC will no longer accept paper L-3c forms after July 29. State law requires PDC forms to be filed electronically when an online version is available. 

Filing an L3-C 

  1. Go to the PDC’s online filing system and click on “File” on the Lobbying tile.  

  2. On the next screen, select the lobbyist employer, or client, that you’re filing an L3-C for.  

  3. Select the “Other Reports” tab.

  4. Click on the “+ Report button” under the L-3C section of the page.  

  5. Choose the month during which the contribution was made. Fill out the form.

  6. Preview and submit. You may choose to edit the report at this point. If the report is accurate, click “Submit” and certify the report.
