A problem with Secure Access Washington's authentication service is causing outages for users of ORCA, campaign registration and the F-1 financial affairs filing systems. The problem has been reported to SAW. The PDC does not yet have an estimate for restoration of service.
UPDATE: The outage has been resolved. Please notify pdc@pdc.wa.gov if you continue to have problems accessing the website or filing reports.
Original post: Beginning at about 2 p.m. the Public Disclosure Commission was experiencing an outage that may affect filers' ability to use ORCA and other systems.
Due to an issue with third-party cloud services, some users of the Financial Affairs (F-1) system, campaign registration and Online Reporting of Campaign Activity (ORCA) may have experienced connectivity issues or outages between 10 p.m. June 7 and 4 a.m. June 8. The issue has been resolved and all systems are operating as expected.
UPDATE: The issue has now been resolved.
A Secure Access Washington authentication issue is blocking access to the PDC's Financial Affairs (F-1), Campaign Registration (C-1 and C-1pc), and ORCA systems. We are investigating and will update as soon as we know more.
All PDC phones were reporting as out-of-service because of maintenance being performed by the WaTech (the state centralized IT services organization). Service was restored on 7/18 before 5 PM.
The server that processes ORCA submissions experienced some performance issues that may have resulted in users submitting duplicate filings or receiving an error. Please contact the PDC at pdc@pdc.wa.gov if you believe you have duplicate reports so that we can work with you to delete the duplicate.
A bug in the version of ORCA released July 21 may have caused a data error that prevented campaigns from filing accurate reports. The ORCA system can identify affected campaigns and will give them the option of fixing the data loss the next time they open ORCA. Those campaigns may need to amend any reports filed between July 21 and July 29. The PDC will be doing additional outreach to affected campaigns.
Users of the Financial Affairs Disclosure system, campaign registration and ORCA may experience difficulty connecting to PDC servers. Technicians are working to resolve the problem. We do not currently have an estimate for when service will be restored, but will post an update soon.
UPDATE: This issue has been resolved as of 9:30 a.m.
Update 1/28/2021 6:55
