Use of Public Facilities Prohibition

When you are ready to submit your F-1 form to the PDC, click the Certify button. The certification screen includes a certification that, if you are an executive state officer or are professional staff, or if you are a local elected official, that you are familiar with the rules about the use of public resources in campaigns.

State officials certify that they have read the provisions of RCW 42.52.180; local officials certify that they have read the provisions of RCW 42.17A.555. These statutes prohibit the use of public facilities to support or oppose a candidate or ballot proposition. There are several resources for those who want more information about these prohibitions or who have questions about specific activities:

Executive Ethics Board enforces the law for elected state executive officials and state employees,

Legislative Ethics Board enforces the law for legislators and professional staff;

Judicial Conduct Commission enforces the Judicial Canons and may offer advice for some ethics questions;

Public Disclosure Commission enforces the law for local elected officials and local government employees; and the attorney for the jurisdiction that has the question or the county prosecutor's office sometimes can answer ethics-related questions.
